1.When an automation information interruption occurs, the dispatcher on duty at the provincial dispatch center shall immediately contact the monitor, on-site personnel, and dispatchers at the local dispatch center to obtain the current operating data of the power plant/substation. At the same time, they shall notify the units receiving the information and the automation operation and maintenance units to handle the issue promptly.
2.In case of an automation information interruption, immediately notify the operation and maintenance station to resume on-site monitoring. The on-duty personnel at the power plant/substation shall report the current operating data of the plant/substation to the dispatcher on duty once every hour.
3.If the non-standard automation equipment system of the monitoring team malfunctions, resulting in the failure to realize remote monitoring of unattended substations, the monitoring team personnel shall immediately report to the leaders of their department and the dispatcher on duty. At the same time, they shall notify the automation and communication personnel to handle the problem immediately. During this period, the operation and maintenance station shall arrange personnel to be on duty on-site.
4.Notify all directly dispatched power plants, substations, as well as AVC (Automatic Voltage Control) and AGC (Automatic Generation Control) systems to switch to local control mode and keep the unit output unchanged.
5.Notify the frequency modulation power plants to conduct full-network frequency modulation based on the on-site frequency.
6.Notify all directly dispatched power plants and substations to strengthen the monitoring of equipment status and line power flow, and report any abnormalities to the dispatch center promptly.
7.All lower-level dispatch centers shall use electricity according to plans and strictly control the tie-line power flow of non-standard automation equipment within the stability limit.
